Nancy Pelosi Visits South Dakota Legislature

“We have to pass the bill to find out what’s in it”.

Actually, Nancy didn’t physically visit the State Capitol, but her philosophy on legislating has found its way to South Dakota.  The South Dakota State Senate and House of Representatives have begun a practice of passing “EMPTY BILLS”.  Here is the entire text of one of them:

FOR AN ACT ENTITLED, An Act to enhance South Dakota.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. That the code be amended by adding a NEW SECTION to read:

    The Legislature shall pursue opportunities to enhance the state.

Yes folks, that it!

No one will knows what will be in it but this bill, SB 106, passed the SD Senate on a vote of 22-13.

This is the recorded vote of YOUR Senator.

Those supporting this, and other “empty bills” will argue that it is just a placeholder in case there is a need for a legislative vehicle to pass a yet unwritten bill.  They will argue that it is just a “procedural” move.  These “yet unwritten” bills would then have to pass (again) through both chambers of the Legislature (after they are actually written) in order to become law.  Still, it leaves a lot of people asking a lot of questions.

It’s as though Nancy Pelosi were in charge of the SD State Legislature.  Seriously, are the HUNDREDS of bills presented by the Legislature every year so insufficient in number that we must now pass “empty bills” just in case we “need” them?

Supporting Legislators just laugh and dismiss objections to these “Empty bills”.  I wonder how the voting public feels about this kind of innovative legislation.

    When are the people going to take a stand? The corporation is not governing anything, it has no power to.
