Why did all three of them get an “F”?

The Conservative Review scorecard graded members of the US Senate and the US House based on their voting records. The results have left South Dakota Republicans with a lot a questions.
Senator John Thune received an “F” 50% (that means he represented conservative principles only HALF of the time) See his Scorecard
Senator Mike Rounds received an “F” a dismal 17% (that’s only 1% higher than Sen. Bernie Sanders) See the Scorecard
Representative Kristi Noem received an “F” 43% (just 6% higher than Speaker John Boehner) See her Scorecard
You might want to know if the scoring system is somehow skewed or impossible to receive a passing grade. In the US House, two Reps got 100%, and MANY passed with 80% or greater. In the US Senate, conservatives appear to be a little more rare, but many still go passing grades on the scorecard.
So how did THE ENTIRE SOUTH DAKOTA TEAM fail this test? By not supporting conservative issues and principles with their votes. Over 6,000 votes were used to analyze performance. Over 500 key historical votes were used for the Conservative Review Profiles. The MOST IMPORTANT 50 votes were used to create the scorecards.
These results do present some questions.
Just how “Republican” are these Republicans?
